Board of McClain County Commissioners met in regular session on Monday, November 24, 2025 at 8:18 a.m. in Room 111 of the McClain County Courthouse. Chairman Wilson Lyles called the meeting to order and led the flag salute. County Clerk Rebekah Couch called the roll and those present were: Chairman Wilson Lyles, Vice Chairman Terry Daniel, and Member Glen Murray.
Terry Daniel moved to approve the meeting minutes from November 20, 2025, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Public Comment: Sandra Benelli addressed the board with concerns about property access. No action was taken.
At 9:32 a.m. Terry Daniel moved to recess the BOCC meeting to reconvene the EDA meeting, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved, Glen Murray seconded to approve Resolution No. 24-2025-2026 authorizing and approving the incurring of indebtedness by the McClain County Economic Development Authority (herein the “Authority”), in one or more series, on a taxable or tax-exempt basis, of a total aggregate principal amount not to exceed Four Million Dollars ($4,000,000) to be issued in one or more series in 2025 (the “Bonds”) for the financing of the design, construction, financing, furnishings, capital facilities and improvements, equipment, fixtures, site preparation, street improvements, relocation of offices, and other facilities, and maintenance and operation expenses for the McClain County Election Board Facility construction project located in McClain County; establish a reserve fund, if any, capital interest, and pay costs of issuance; waiving of competitive bidding with respect to their sale; authorizing the negotiated sale thereof; approving and authorizing the execution and delivery of documents in connection therewith, including, but not limited to a Bond Indenture, a Preliminary Official Statement, an Official Statement, a Continuing Disclosure Agreement, Written Compliance Procedures, a Federal Tax Certificate, a Sales Tax Agreement, and a Bond Purchase Agreement; selection and hiring of professionals to effect said transaction, and the taking of other action with respect thereto.
