Board of McClain County Commissioners met in regular session on Monday, November 17, 2025 at 8:15 a.m. in Room 111 of the McClain County Courthouse. Chairman Wilson Lyles called the meeting to order and led the flag salute. County Clerk Rebekah Couch called the roll and those present were: Chairman Wilson Lyles, Vice Chairman Terry Daniel, and member Glen Murray.

Terry Daniel moved to approve the minutes of the 11/03/2025, 11/10/2025, and 11/13/2025 meetings, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved, Glen Murray seconded to approve the following maintenance and operation claims. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved, Glen Murray seconded to approve the following Transfers of Appropriations: Trash Cop: $1,000.00 from 1229-2-0400-1110 to 1229-2-0400-2005. Vote Aye: Murray, Lyles, Daniel. Motion carried.

No Road Crossing Permits were requested.

Terry Daniel moved to set and approve the 2026 Holidays as on file in the County Clerk’s Office and contingent upon the approval by the Excise Board, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Glen Murray moved, Terry Daniel seconded to approve the purchase of (1) New Kubota 4WD Farm

Tractor M6-111DTC-F-1 from Great Plains Norman for the purchase price of $90,637.01 thru State

Contract #SW0196GP for District One. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved to approve the CIRB Project funding agreements and Resolutions No. 20-2025-2026 for JP:3851104 to resurface 240th & 21-2025-2026 for JP: 3692704 to resurface May Ave, Wilson Lyles seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

At 8:39 a.m. Terry Daniel moved to adjourn into Executive Session for the purpose of the following: Pursuant to 25 O.S. § 307(B)(4), confidential communications between a public body and its attorney to discuss pending litigation associated with opioid manufacturer, Purdue Pharma L.P. and its related entities as well as with the Sackler family members as officers, directors, managers, and shareholders of Purdue as well as pending litigation with certain secondary or small opioid manufacturers, including Alvogen, Inc.; Amneal Pharmaceuticals, Inc.; Apotex, Inc.; Hikma Pharmaceuticals USA, Inc., Indivior Inc.; Mylan Pharmaceuticals Inc.; Sun Pharmaceutical Industries, Inc.; and/or Zydus Pharmaceuticals, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

At 9:25 a.m. Terry Daniel moved, Glen Murray seconded to re-enter Public Session after communications between a public body and its attorney to discuss pending litigation associated with opioid manufacturer. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved to 1)adopt Resolution No. 22-2025-2026 a) approving the Purdue State-Subdivision Agreement, b) approving and ratifying the actions of its legal counsel in executing documents necessary for County participation in the Purdue State-Subdivision Agreement, c) approving the Small Manufacturer State-Subdivision Agreement applicable to the settlements with the secondary/small opioid manufacturers, and d) approving and ratifying the actions of its legal counsel in executing documents necessary for County participation in said State-Subdivision Agreement; 2) approving the Purdue State-Subdivision Agreement; 3) approving the secondary/small opioid manufacturers State-Subdivision Agreement, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

With no further business Terry Daniel moved to adjourn at 9:45 a.m., Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.
