Board of McClain County Commissioners met in regular session on Monday, December 1st, 2025 at 8:15 a.m. in Room 111 of the McClain County Courthouse. Chairman Wilson Lyles called the meeting to order and led the flag salute. County Clerk Rebekah Couch called the roll and those present were: Chairman Wilson Lyles, Vice Chairman Terry Daniel, and Member Glen Murray.

Terry Daniel moved to approve the minutes of the 11/24/2025 meeting, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved to approve Blanket Purchase Orders as on file in the County Clerk’s office, seconded by Glen Murray. Vote Aye: Murray, Lyles, Daniel. Motion carried.

No Transfers of Appropriations or Road Crossing Permits were requested.

Terry Daniel moved to approve of invoices for Crafton Tull for professional services rendered through 11/17/2025 for May Avenue Resurfacing Inv# 200225 of $3,838.75 for Districts Two & Three; and for 240th Resurfacing Inv# 200226 of $3,906.25 for District Three; payable through CBRI, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved to approve the Programming Resolution for Bridge and approaches on Cascara Road in District Three over Buffalow Creek, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved, Glen Murray seconded to approve CIRB Project funding agreement and Resolution No. 25-2025-2026 for JP:38884(04) for bridge and approaches on Cascara Rd over Buffalow Creek in District Three. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Public Comments: David Morgan with OPEH&W Health Plan addressed the Board regarding the different medical, prescription and ancillary plans that they provide along with the possible cost-saving benefits that they could provide the County.

With no further business, Terry Daniel moved to adjourn at 9:11 a.m., Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.
