ACTION: Notice of Availability of an Environmental Assessment
SUMMARY: Notice is hereby given that the Rural Business & Cooperative Service (RBCS), as required by the National Environmental Policy Act, is issuing an environmental assessment (EA) in connection with possible impacts related to a project proposed by Elm Creek Gravel, LLC. The proposal is for the expansion of an existing composting/mulching facility to produce a biochar-based compost located at the intersection of Ladd Ave. & 290th St. (23059 Hat Ranch Rd.), Washington, McClain County, Oklahoma 73093. Elm Creek Gravel, LLC has submitted an application to RBCS for funding of the proposal.

SUPPLEMENTARY INFORMATION: The Southern Spoke location is an existing composting facility and encompasses approximately 20-25 acres within a 75-acre zoned agricultural parcel. The Proposed Action includes the purchase of a metal building, irrigation piping, and bulk packaging equipment, along with the approximate 18-acre expansion of the existing composting/windrowing area. The remainder of the property is currently used as a hay field that partially supports the compost facility by producing biomass. Wood waste, yard waste, and other organic materials will be collected, processed, mixed with biochar imported from the Main Hub facility, and then windrowed and composted on the property. Once the composting process is complete, the biochar-enhanced product will be stockpiled and made ready for bulk sale. The metal building will be a three-sided structure and will house the finished enhanced composted product and sacking equipment. The water pipe will be used to transfer water from an adjacent irrigation well to the active compost piles to facilitate the compositing process.
There will be no clearing of natural vegetation or loss of wildlife habitat, and no new land is needed. Earth disturbance will consist of the shallow blending of the soil with wood chips to create stable roadway surfaces and the 18-acre composting pad, and the turning of compost windrows. Waterlines will be placed on the ground surface and moved around as needed to support the windrowing process. Some shallow trenching may be required to traverse the piping. No permanent or temporary easements are needed, and no new permitting is required for the Proposed Action.
CC Environmental, LLC, an environmental consultant, prepared an environmental assessment for RBCS that describes the project, assesses the proposed project’s environmental impacts, and summarizes as applicable any mitigation measures used to minimize environmental effects. RBCS has conducted an independent evaluation of the environmental assessment and believes that it accurately assesses the impacts of the proposed project. No significant impacts are expected as a result of the construction of the project.
Elm Creek Gravel LLC, dba Prairie Dirt Solutions, Southern Spoke Facility has been issued a Class I Composting Facility Permit, Solid Waste Permit No. 3544016 effective May 2, 2025, by the Oklahoma Department of Environmental Quality (DEQ). A modification to this operating permit was issued by DEQ on September 11, 2025, to include the use of biochar as a compost additive. Prairie Dirt Solutions is required to operate and maintain the composting facility in accordance with Oklahoma Administrative Code Title 252 Chapter 515 and the requirements outlined in Permit No. 3544016. The DEQ will oversee facility compliance.
Questions and comments should be sent to RBCS at the address provided. RBCS will accept questions and comments on the environmental assessment for 14 days from the date of publication of this notice.
Any final action by RBCS related to the proposed project will be subject to, and contingent upon, compliance with all relevant Federal environmental laws and regulations and completion of environmental review procedures as prescribed by 7 CFR Part 1970, Environmental Policies and Procedures.
