Board of McClain County Commissioners met in regular session on Monday, 12/8/2025 at 8:17 a.m. in Room 111 of the McClain County Courthouse. Chairman Wilson Lyles called the meeting to order and led the flag salute. County Clerk Rebekah Couch called the roll and those present were: Chairman Wilson Lyles, Vice Chairman Terry Daniel, and Member Glen Murray.

Terry Daniel moved to approve the meeting minutes from December 1, 2025, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved, Glen Murray seconded to approve the following maintenance and operation claims. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved to approve Blanket Purchase Orders as on file in the County Clerk’s office, seconded by Glen Murray. Vote Aye: Murray, Lyles, Daniel. Motion carried.

No Transfers of Appropriations were requested.

Terry Daniel moved, Glen Murray seconded to approve the November 2025 monthly reports for the Assessor, Sheriff, Treasurer, County Clerk, Health Dept, Election Board, and Court Clerk. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved to approve the Allocation of Alcoholic Beverage Tax, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved, Glen Murray seconded to approve of the following Resolutions for Disposing of Equipment: District Two: D2-302-311, 2023 Mack Pinnacle Tractor, acquired 10/05/2022, Serial #1M1PN4GY8PM013276, Bruckner’s, Birmingham, AL, traded to Bruckners. Vote Aye: Murray, Lyles, Daniel. Motion carried.

No Road Crossing Permits were requested.

Terry Daniel moved to approve Resolution No. 26-2025-2026 and No. 28-2025-2026 accepting donation(s) of monetary funds to McClain County Drug Court for the Drug Court Participant Christmas Party, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved, Glen Murray seconded to approve Wilson Lyles and Richard Ward as Requisitioning Officers & Shelly Absher and Justin Scott as Receiving Officers for McClain County District Two and Greg Cypert and Nichole Corley as Requisitioning Officers for Purcell Rural Fire Department. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved to resolve to advertise to bid for Renovations for the McClain County Health Department with bids to be received by 3:00 p.m. January 23, 2026, and opened at 8:30 a.m. on January 26, 2026, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Two Election Ballot Bids were received by 4:00 p.m. on December 5, 2025 and opened at 8:30 a.m. on December 8, 2025 from Royal Printing & Mid West Printing and are on file in the County Clerk’s Office. Terry Daniel moved to award the bid to Mid West Printing due to the lowest price and quality, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Six-Month Bids were received by 4:00 p.m. on December 5, 2025 and opened at 8:30 a.m. on December 8, 2025. Terry Daniel moved, Glen Murray seconded to table the awarding of bids to the December 15, 2025 meeting. Vote Aye: Murray, Lyles, Daniel. Motion carried.

No action was taken concerning the OPEH&W request for a county health insurance underwriting study.

Terry Daniel moved to approve Resolution No. 27-2025-2026 to set filing period from January 12, 2026 and ending January 16, 2026; election to be held February 5, 2026 from 3:00 p.m. until 7:00 p.m. for Office One Directors of Fair Association Board of Directors, Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved, Glen Murray seconded to approve Resolution No. 29-2025-2026 authorizing and approving the incurring of indebtedness by the Trustees of the McClain County Economic Development Authority to be accomplished by the issuance of lease revenue bonds, bonds, notes or other evidences of indebtedness in one or more series on a tax-exempt or taxable basis, at a premium or discount, in the aggregate principal par amount of not to exceed Five Million, Eight Hundred Thousand Dollars ($5,800,000) to provide funds to complete the acquisition, construction, equipping, renovating, and remodeling of school buildings, acquiring school furniture, fixtures and equipment and acquiring and improving school sites related to Independent School District No. 5 McClain County, Oklahoma (“Washington Public Schools” or the “District”); establish a reserve fund, if any, capitalize interest and pay costs of issuance and all matters related thereto, including but not limited to the waiver of competitive bidding thereof; and declaring an emergency. Vote Aye: Murray, Lyles, Daniel. Motion carried.

With no further business Terry Daniel moved to adjourn at 9:03 a.m., Glen Murray seconded. Vote Aye: Murray, Lyles, Daniel. Motion carried.
