Joel was born February 11, 1958, in Indiana, Pennsylvania, to Joel Luther and Betty Elizabeth (Walls) Carter.
He was raised in Pennsylvania until the 1980s when the family relocated to Oklahoma. Joel worked as an automobile mechanic for many years. He enjoyed tinkering on cars and anything with a motor.
Joel was preceded in death by his father, Joel Carter; his mother, Betty Carter; his sister, Pamela Parish; his brothers, Ralph Wall and John Carter; and his nephew, Gary Parish.
Survivors include his sisters, Sandra Miller, Reba Carter and Ruth Carter; his brothers, David Walls and Scott Walls; numerous nieces and nephews and many other relatives and friends.
