NOTICE IS HEREBY GIVEN that the Applicant in this Cause is requesting the following relief:

(a) An Order authorizing Eckard Energy, LLC and Eckard Operating, LLC, or some other party, to drill, complete, and produce a multiunit horizontal well (the Flying High Again 17-20-7N-4W 2HX well) in the Osborn common source(s) of supply for the 640-acre horizontal drilling and spacing unit(s) consisting of Section(s) 17 and 20, Township 7 North, Range 4 West, McClain County, Oklahoma, with a completion interval as follows:

This well will be completed using casing and cement. The completion interval for the lateral shall be defined by the interval between the first and last perforations described above. The proposed location is not a legal location under the terms of Order No(s). Pending in Cause # CD2026-000957 and Pending in Cause # CD2026-000959. The Applicant requests the well, if a commercial producer in the common source(s) of supply named herein, be permitted to produce without penalty. 

(b) In addition, the Applicant requests that such Order authorize the completion interval of the proposed well described herein to be closer than 600 feet to the well(s) listed below:

The Order is to grant an exception of the provision of OAC 165:10-3-28(c)(2)(B).

(c) Further, the Applicant requests that said Order be made effective on a date prior to its signing.

NOTICE IS FURTHER GIVEN that the location described above is moving toward the following described property:

(a) Section(s) 8, 9, 16, 21, 28 and 29, Township 7 North, Range 4 West, McClain County, Oklahoma.

(b) The completion interval of the well described herein is moving toward the offset well(s) listed below:

NOTICE IS FURTHER GIVEN that this Cause will be set before an Administrative Law Judge for hearing, taking of evidence and reporting to the Commission.

NOTICE IS FURTHER GIVEN that this Cause will be heard before an Administrative Law Judge on the Initial Hearing Docket at 8:30 A.M. on the 30th day of March, 2026, at the Will Rogers Memorial Office Building, 2401 N. Lincoln Blvd., in the Capitol Complex, Oklahoma City, Oklahoma 73105, and that this notice be published as required by law and the rules of the Commission.

Due to renovation work at the Jim Thorpe Office Building, the Commission’s Oklahoma City office is relocating to the Will Rogers Memorial Office Building at 2401 N. Lincoln Blvd., in the Capitol Complex, Oklahoma City, Oklahoma 73105. All hearings, docket calls, and public meetings will be conducted in the Concourse Theater or additional courtrooms located in the tunnel between the Will Rogers Memorial Office Building and the Sequoyah Memorial Office Building. The specific room location, including updates, of each scheduled hearing or public meeting will be available on or before the day of the event at the information desk in the first-floor lobby of the Will Rogers Memorial Office Building and on the Commission’s website at: https://oklahoma.gov/occ/court-dockets.html. 

NOTICE IS FURTHER GIVEN that the Applicant and interested parties may present testimony by telephone. The cost of telephonic communication shall be paid by the person or persons requesting its use. Interested parties who wish to participate by telephone shall contact the Applicant or Applicant’s attorney, prior to the hearing date, and provide their name and phone number.
