NOTICE IS HEREBY GIVEN that Applicant, Eckard Energy LLC and Eckard Operating LLC, has filed an application in this cause requesting authorization and permission for an exception to the permitted well location tolerances in the 640-acre horizontal and 320-acre horizontal drilling and spacing units in Section 6-7N-4W and the S/2 of Section 31-7N-4W, McClain County, Oklahoma, for the Osborn common source of supply, so as to allow, in part, a well to be drilled as described in paragraph 2.3 of the Application, and to be completed in and to produce hydrocarbons from the above-named separate common source of supply in said 640-acre horizontal and 320-acre horizontal drilling and spacing units in Section 6-7N-4W and the S/2 of Section 31-7N-4W, with such authorization and permission running in favor of Applicant; being a multiunit horizontal well, to be drilled at the following location:

Applicant requests to complete such multiunit horizontal well in and to produce hydrocarbons from the separate common sources of supply. Applicant intends to run casing in the horizontal portion, or lateral, of the borehole of the multiunit horizontal well and to cement such casing so as to cover and isolate the first and last perforations in such horizontal portion, or lateral.

The entire length of the lateral will be cemented such that the perforations will be isolated from the beginning and end points of the lateral in order to protect the correlative rights of the offset units.

NOTICE IS HEREBY GIVEN that the application in this cause requests that the order to be entered in this matter be made effective as of the date of the execution thereof or as of a date prior thereto and that the authorization and permission requested herein run in favor of Applicant.

NOTICE IS FURTHER GIVEN that the offset units toward which this horizontal well will be moving are the N/2 of Section 31-8N-4W, Section 32-8N-4W, and Sections 5, 7 and 8-7N-4W, McClain County, Oklahoma. The offset wells toward which this horizontal well will be moving are listed on Exhibit “C”, attached to the Application.

NOTICE IS FURTHER GIVEN that in addition, Rule 165:10-3-28 provides that no horizontal well shall be closer than 600 feet to an existing wellbore. Applicant’s well could potentially be closer than 600 feet from the Don M. Stacy Jr. 1 well, API No. 35-087-20838, which Gilliland Oil and Gas, Inc. produces from the Osborne Sand common source of supply in the S/2 of Section 31-8N-4W; and could potentially be closer than 600 feet from the Glenda 1 well, API No. 35-087-20898, which Edinger Engineering, Inc. produces from the Osborne Sand common source of supply in Section 6-7N-4W. Therefore, Applicant requests as part of this location exception an exception to Rule 165:10-3-28(c)(2)(B).

NOTICE IS FURTHER GIVEN that this cause is set before an administrative law judge for hearing, taking of evidence and reporting to the Corporation Commission of Oklahoma.

NOTICE IS FURTHER GIVEN that this cause will be heard before an administrative law judge on the Conservation Docket at 8:30 A.M. on the 23rd day of March, 2026 at the Will Rogers Memorial Office Building, 2401 N. Lincoln Blvd., in the Capitol Complex, Oklahoma City, Oklahoma 73105.

Due to renovation work at the Jim Thorpe Office Building, the Commission’s Oklahoma City office is relocating to the Will Rogers Memorial Office Building at 2401 N. Lincoln Blvd., in the Capitol Complex, Oklahoma City, Oklahoma 73105. All hearings, docket calls, and public meetings will be conducted in the Concourse Theater or additional courtrooms located in the tunnel between the Will Rogers Memorial Office Building and the Sequoyah Memorial Office Building. NOTICE IS FURTHER GIVEN that Applicant and interested parties may present testimony by telephone. The cost of telephonic communication shall be paid by the person or persons requesting its use, interested parties who wish to participate by telephone shall contact Applicant or Applicant’s attorney, prior to the hearing date, and provide their names and telephone numbers.
