Permits are required prior to installation of swimming pools.
There is a $19.50 fee for above-ground and $29.50 fee for in-ground. No permit is required for children’s blow-up pools.
Outdoor swimming pools.
An outdoor swimming pool, including an in-ground, above-ground or on-ground pool, hot tub or spa, shall be surrounded by a barrier (fence) at which shall be at least 48 inches high.
According to the Center for Disease Control and Prevention, in 2009 children one to four years old have the highest drowning rates. Among children one to four years old who died from an unintentional injury, more than 30 percent died from drowning. Among children one to four years old, most drownings occured in home swimming pools.
One factor that influences drowning risk is lack of barriers, such as fencing, which prevent children from gaining access to the pool area without a caregiver’s awareness.
A four-sided isolation fence, separating the pool area from the house and yard, reduces a child’s risk of drowning by 83 percent, compared to a three-sided property-line fencing.
