McClain County Commissioners Minutes Monday, December 22, 2025

No. 2-January 1-1 Time

Board of McClain County Commissioners met in regular session on Monday, December 22, 2025 at 8:15 a.m. in Room 111 of the McClain County Courthouse.  Chairman Wilson Lyles called the meeting to order and led the flag salute.  County Clerk Rebekah Couch called the roll and those present were: Chairman Wilson Lyles, Vice Chairman Terry Daniel, and Member Glen Murray.

Terry Daniel moved to approve the meeting minutes from December 15, 2025, Glen Murray seconded.  Vote Aye:  Murray, Lyles, Daniel.  Motion carried.

Terry Daniel moved, Glen Murray seconded to approve the following salary, travel, and maintenance & operation claims.  Vote Aye:  Murray, Lyles, Daniel.  Motion carried.

Terry Daniel moved to approve Blanket Purchase Orders as on file in the County Clerk’s Office, seconded by Glen Murray.  Vote Aye:  Murray, Lyles, Daniel.  Motion carried.

Terry Daniel moved, Glen Murray seconded to approve the following Transfers of Appropriations: Rural Fire-ST: $50,000.00 from 1321-2-8203-2005 to 1321-2-8203-4110.  Vote Aye:  Murray, Lyles, Daniel.  Motion carried.

No Road Crossing Permits were requested.

Terry Daniel moved, Glen Murray seconded to approve the service agreement between McClain County and EagleView, with funding contributions as follows: Emergency Management – $5,000.00; McClain County 911 – $5,000.00; Election Board – $54,000.00; and Assessor – $54,000.00.  Vote Aye:  Murray, Lyles, Daniel.  Motion carried.

Terry Daniel moved to approve the purchase of one (1) DJI Matrice from Unmanned Vehicle Technologies through State Contract SW1060, Contract No. 0008089, via Sourcewell, in the total amount of $13,050.96, with cost to be shared equally (50/50) between the Emergency Management and the County General Fund, Glen Murray seconded.  Vote Aye:  Murray, Lyles, Daniel.  Motion carried.

Terry Daniel moved, Glen Murray seconded to accept receipt of Petition for Incorporation of the Town of Selah, in McClain County, Oklahoma.  Vote Aye:  Murray, Lyles, Daniel. Motion carried.

Terry Daniel moved, Glen Murray seconded to table the Resolution to (i) call a special election for determination of whether Selah, located in part of Section 21 and Section 28, T8N, R3W, in McClain County, State of Oklahoma, shall become an incorporated town and (ii) provide notice of the special election to the County Election Board, until the meeting scheduled for December 29, 2025.  Vote Aye:  Murray, Lyles, Daniel. Motion carried.

With no further business, Terry Daniel moved to adjourn at 9:01 a.m., Glen Murray seconded.  Vote Aye:  Murray, Lyles, Daniel.  Motion carried.
