D. Owen disputes city manager

D. Owen Construction has disputed what Purcell City Manager Dale Bunn told the Purcell Public Works Authority and City Council at their February 24 meeting.

In that meeting Bunn told the city council and PPWA that D. Owen Construction LLC ignored repeated requests for compaction testing on the roadbed on three sides of the hospital.

D. Owen has countered with this response.

“Based on the accusation by Dale Bunn, compaction reports for the entire hospital site were sent to Dale Bunn (City Manager), Glenn Sullivan (City Engineer), and Kenneth Sullivan (City Engineer) via email on 8/19/2021 at 5:20 PM and resent to the following via email on 8/27/2021 at 5:02 PM. Email documentation can be provided upon request.

D. Owen further stated “Presentation of facts:

“PPWA called an onsite meeting with D. Owen Construction LLC representatives onsite on 02/11/2022 at 11 AM. During the meeting, PPWA’s representatives accused D. Owen Construction LLC of not providing the compaction tests and D. Owen Construction LLC’s representatives affirmed the compaction reports were sent on 08/19/2021 at 5:20 PM to Dale Bunn, Glenn Sullivan, and Kenneth Sullivan and 08/27/2021 at 5:02 PM to Dale Bunn, Glenn Sullivan, and Kenneth Sullivan. PPWA’s representatives claimed the compaction was incorrect and inadequate. D. Owen Construction LLC’s representatives denied the claims. D. Owen Construction LLC’s representatives came to the mutual agreement that D. Owen Construction LLC would be a cooperative trade partner to help and correct what PPWA claimed was wrong. PPWA could not provide solutions to correct the work and denied answering the questions proposed by D. Owen Construction LLC’s representatives. D. Owen Construction LLC’s representative said they would provide equipment and manpower to perform test pits that were proposed by the geotechnical specialist onsite right after the meeting to test compaction, but PPWA’s representatives declined to have those performed. D. Owen Construction LLC gave PPWA a timeline to correct the work PPWA claimed was inadequate, but PPWA declined to provide the explanations on what they wanted to be done.”
