City terminates hospital contract

Access road failed compaction test

A joint meeting Friday of Purcell’s city council and Public Works Authority was brief and to the point.

City officials received the nod to terminate the contract for final grading and the retention project at the new hospital.

City manager Dale Bunn told the council that D. Owen Construction LLC ignored repeated requests for compaction testing on a roadbed on three sides of the hospital.

Eventually, when an alternate test utilizing a loaded dump truck was conducted, most of the roadbed failed to pass muster.

The company’s contract was for $410,889.10. With a deduction of $201,472.65 for remaining work, terminating the contract leaves the company with the amount paid to date – $209,416.45.

The boards then voted to declare an emergency to complete the access road.

Working within Oklahoma statutes, they authorized Bunn to bypass notice and bidding requirements and obtain quotes from contractors that can begin work immediately.

They further authorized Glenn Sullivan & Associates to take quotes for the final grading, excluding the retention pond and remaining tree clearing.

Bunn is hopeful the change won’t delay the planned ribbon cutting on April 28.

The new hospital is to begin accepting patients on May 3.
